과학기술정보통신부에서 「2025년도 NCP 활동지원사업」의 신규과제를 다음과 같이 2차 공모하오니 관심 있는 연구자의 많은 참여 바랍니다.

1. 사업목적
ㅇ 국내 연구진과 유럽 지역 연구자의 공동연구 활성화를 위해 호라이즌 유럽 정보 수집 및 연구자 네트워킹 등 호라이즌 유럽 한국 NCP* 활동 수행
* 국가연락관(NCP: National Contact Point): 한국 연구자의 EU 연구혁신 프로그램 참여 활성화를 위해 담당 분야 사업 공고 관련 정보 수집 및 공유, 국내외 협력 네트워크 구축, 관련 정책 및 R&D 최신 동향 등을 제공하는 역할 수행
○ Horizon 2020의 후속사업으로 기존 EU R&I 경쟁력 강화 및 글로벌 사회과제(SDGs 등) 해결을 위한 수준 높은 지식 및 솔루션 개발 목적 추구
○ 총 7년간(2021∼2027) 사업예산 955억 유로(약 140조원) 지원 ※ 한국은 ‘24.3월 호라이즌 유럽 준회원국 가입 협상이 타결되었으며, ’25년부터 국내 연구자가 HE 연구과제 Pillar II(산업 경쟁력)에 선정 시 EC로부터 직접 연구비 수혜 가능 |
2. 사업내용
□ NCP 주요 업무내용
ㅇ NCP 역할
- 호라이즌 유럽 주요 사업 정보제공 : 공고별 참여조건, 예산 정보 등을 호라이즌 유럽 국내 포탈(홈페이지 별도 운영 예정) 등을 통해 국내의 잠재적 신청자 및 수혜자에 제공
- 네트워크 구축 지원 및 홍보 : 국내외 연구자 간 호라이즌 유럽 컨소시엄 구성을 위한 네트워크 모색 활동 지원
- 교육 및 운영 관련 노하우 제공 : 국내 연구자 대상 호라이즌 유럽 주요 행정 규칙과 절차, 제안서 작성 및 국제협력 과제 운영 노하우 등 제공
- 호라이즌 유럽 주요 방향 제시 및 협력 : 성평등 계획, 연구 윤리 등 호라이즌 유럽 수행 관련 주요 가치 및 제도에 대한 정보 안내 및 공유
ㅇ 필수 준수사항 : 국내 NCP는 유럽집행위원회(EC)의 “국가연락관 제도(NCP System) 구축을 위한 최소 기준 및 주요 지침, NCP systems : Minimum Standard and Guiding Principles”을 국내법과 함께 동시에 준수하여야 함
※ 국가연락관 제도(NCP System) 구축을 위한 최소 기준 및 주요 지침(참고2)
- (호라이즌 유럽 과제 수행 제한) 기본적으로 국가연락관(NCP)는 한국 연구자의 호라이즌 유럽 참여 활성화를 위한 활동을 공정하게 수행하여야 하므로, 호라이즌 유럽 제안서나 프로젝트에 참여해서는 안됨(단, 특수성으로 인해 예외적으로 참여를 허용하는 경우 제외)
- (협약사항) 선정된 NCP는 위촉 시 EC에서 요구하는 NCP 역할과 국내 NCP 역할을 준수하여야 함
- (활동보고) NCP 업무 활동을 수행하고 주요 정보를 호라이즌 유럽 홈페이지에 공유 및 활동 실적을 정기적(격월 단위)으로 호라이즌 유럽 전담팀에 보고
※ NCP는 국내 연구자의 호라이즌 유럽 참여 지원을 지속적·적극적으로 수행해야 함
□ 공고 내용
ㅇ 선정규모(활동비 지원 대상 기준) : 5명 내외
ㅇ 지원분야 : Horizon Europe 프로그램 Pillar II 분야
ㅇ 지원기간 : 2025년 8월 1일 ~ 2026년 2월 28일
※ 1차 선정 NCP 활동 기간과의 일치를 고려하여, 2차 지원 기간은 7개월(‘25.8~‘26.2)로 설정함
ㅇ 연구(활동)비 지원 규모 : 과제당 15백만원 이내
※ 간접비는 직접비의 5% 이내 적용
- (임기) 별도의 임기 제한은 없으나, 매년 갱신 여부 확인
※ NCP 개인 사정으로 인한 활동 중단 또는 불성실한 활동 등으로 중단 사유가 발생할 경우, 별도의 검토를 통해 중단 및 대체자 선발 추진 가능
- (NCP 활동 개시 시점) 2025년 8월
※ 지원 규모는 추후 예산 상황에 따라 조정될 수 있음

ㅇ 평가 결과, 세부 분야(기존 선발 NCP와 신규 지원자 연계성) 및 예산 상황에 따라 세부 모집 규모 및 활동비 지원은 변경될 수 있음
ㅇ NCP 지원 시, 상기 분야 중 주요 활동 분야 1개를 지정하여야 하며, 그 외의 분야도 중복(보조 활동 분야)으로 참여가 가능함

3. 신청자격 및 신청제한
□ 신청자격
ㅇ 주관연구기관의 자격
- 국가연구개발혁신법 제2조 제3호에서 정하는 기관 및 단체
ㅇ 연구책임자의 자격
- 「국가연구개발혁신법」제2조 제3항에서 정하는 기관 및 단체에 소속된 연구자로서, Horizon Europe NCP 활동을 성실히 수행할 수 있는 자
-「국가연구개발혁신법」제6조(연구개발기관의 책임과 역할) 및 제7조(연구자의 책임과 역할)에 의거 요건을 갖춘 자
- (우대사항) NCP 주요 업무 관련 경험 또는 유사한 경력이 있거나, 해당 분야별 학문적 연관성 및 네트워크 등을 보유한 자 또는 호라이즌 유럽 사업(또는 연구)을 실제 수행한 경험 또는 NCP 관련 경험이 있는 자
□ 신청 및 참여 관련 유의사항
ㅇ (동시수행 연구개발과제 수 적용 제외) 본 사업은 소액 공동연구(연 6천만원 이하) 과제로 3책 5공 적용 제외
ㅇ (참여 제한) 국가연구개발사업 참여 제한 중인 자는 신청할 수 없음
- 단, 연구책임자 신청 마감일 전일에 참여 제한이 종료된 자는 과제 신청 및 수행 가능
- 신청 후 신규과제 선정 중 참여제한을 받은 경우, 반드시 전문기관(한국연구재단)에 사실을 알려야 하며 동 과제는 선정평가 및 선정 대상에서 제외
※ 관련 : 「국가연구개발혁신법」 제32조 및 「동법 시행령」 제59조 제1항
※ 국가연구개발사업 신규과제 신청 및 수행을 위해서는 관련 규정에 따라 접수 마감일 전날까지 참여제한 기한이 종료되어야 하므로 연구과제 신청 전 반드시 본인의 참여제한 여부를 확인 요망(http://www.ntis.go.kr 로그인 후 확인 가능)
ㅇ (차별성 검토) 국가연구개발사업으로 추진됐거나 추진되고 있는 연구개발과제를 대상으로 NTIS(국가과학기술지식정보서비스) [차별성검토] 및 타 (신청)과제계획서의 연구목표, 연구내용 등 텍스트 비교 이후 해당 분야 전문가 검토를 거쳐 중복 여부 최종 결정
- 기존 국가연구개발사업 과제와 ‘차별성 없는 과제’로 판명 시 선정에서 제외
ㅇ 선정된 연구책임자는 「국가연구개발혁신법」 제7조, 동법 시행령제9조제3항에 따라 협약 시 제출하는 연구개발계획서 내 국외수혜* 현황정보**를 포함하여야 하고, 과제 수행 중 국외 수혜 발생일로부터 30일 이내(권고) 현행화(IRIS 활용)
* 국외수혜: 외국 정부·기관·단체 등으로부터 재정적·행정적(연구과제, 인력, 장비, 시설) 지원 및 강의·자문·겸직 등으로 대가를 받는 사항(단순 문의·제안·논의 및 종료사항 미포함)
** 지원·지급 출처, 사유, 기간, 내용, 현재 수행중인 연구개발과제와의 관련 여부
시행령 제9조(연구개발과제 및 연구개발기관의 공모 절차) ③ 연구개발계획서에는 다음 각 호의 사항이 포함돼야 한다. … 8. 연구책임자가 연구개발기간 동안 외국의 정부ㆍ기관ㆍ단체 등으로부터 받는 행정적ㆍ재정적 지원이나 노무 또는 자문 등을 제공하고 받는 대가에 관한 사항 |
ㅇ 한국연구재단 지원과제의 신청자 및 수행자는 연구개발계획서 및 단계/최종보고서 작성 과정에서 생성형 AI 도구를 작성한 경우, 해당 계획서 및 보고서에 AI 도구 사용 내역을 기술(권장)
* 「생성형 인공지능(AI) 도구의 책임 있는 사용을 위한 권고사항」(’24.3, 한국연구재단) 참조

□ 신청방법 및 절차
ㅇ 2025년도 NCP 활동지원사업은 기존 한국연구재단의 e-R&D를 대체하여 범부처통합연구지원시스템(IRIS, https://www.iris.go.kr)에서 연구책임자가 로그인하여 온라인 입력정보 작성 및 연구계획서 등 탑재 후 주관연구기관 확인·승인

1. 사업목적
ㅇ 국내 연구진과 유럽 지역 연구자의 공동연구 활성화를 위해 호라이즌 유럽 정보 수집 및 연구자 네트워킹 등 호라이즌 유럽 한국 NCP* 활동 수행
* 국가연락관(NCP: National Contact Point): 한국 연구자의 EU 연구혁신 프로그램 참여 활성화를 위해 담당 분야 사업 공고 관련 정보 수집 및 공유, 국내외 협력 네트워크 구축, 관련 정책 및 R&D 최신 동향 등을 제공하는 역할 수행
○ Horizon 2020의 후속사업으로 기존 EU R&I 경쟁력 강화 및 글로벌 사회과제(SDGs 등) 해결을 위한 수준 높은 지식 및 솔루션 개발 목적 추구
○ 총 7년간(2021∼2027) 사업예산 955억 유로(약 140조원) 지원
※ 한국은 ‘24.3월 호라이즌 유럽 준회원국 가입 협상이 타결되었으며, ’25년부터 국내 연구자가 HE 연구과제 Pillar II(산업 경쟁력)에 선정 시 EC로부터 직접 연구비 수혜 가능

- 호라이즌 유럽 주요 사업 정보제공 : 공고별 참여조건, 예산 정보 등을 호라이즌 유럽 국내 포탈(홈페이지 별도 운영 예정) 등을 통해 국내의 잠재적 신청자 및 수혜자에 제공
- 네트워크 구축 지원 및 홍보 : 국내외 연구자 간 호라이즌 유럽 컨소시엄 구성을 위한 네트워크 모색 활동 지원
- 교육 및 운영 관련 노하우 제공 : 국내 연구자 대상 호라이즌 유럽 주요 행정 규칙과 절차, 제안서 작성 및 국제협력 과제 운영 노하우 등 제공

-「국가연구개발혁신법」제6조(연구개발기관의 책임과 역할) 및 제7조(연구자의 책임과 역할)에 의거 요건을 갖춘 자
- (우대사항) NCP 주요 업무 관련 경험 또는 유사한 경력이 있거나, 해당 분야별 학문적 연관성 및 네트워크 등을 보유한 자 또는 호라이즌 유럽 사업(또는 연구)을 실제 수행한 경험 또는 NCP 관련 경험이 있는 자
□ 신청 및 참여 관련 유의사항
ㅇ (동시수행 연구개발과제 수 적용 제외) 본 사업은 소액 공동연구(연 6천만원 이하) 과제로 3책 5공 적용 제외
ㅇ (참여 제한) 국가연구개발사업 참여 제한 중인 자는 신청할 수 없음
- 단, 연구책임자 신청 마감일 전일에 참여 제한이 종료된 자는 과제 신청 및 수행 가능
- 신청 후 신규과제 선정 중 참여제한을 받은 경우, 반드시 전문기관(한국연구재단)에 사실을 알려야 하며 동 과제는 선정평가 및 선정 대상에서 제외

- 기존 국가연구개발사업 과제와 ‘차별성 없는 과제’로 판명 시 선정에서 제외
ㅇ 선정된 연구책임자는 「국가연구개발혁신법」 제7조, 동법 시행령제9조제3항에 따라 협약 시 제출하는 연구개발계획서 내 국외수혜* 현황정보**를 포함하여야 하고, 과제 수행 중 국외 수혜 발생일로부터 30일 이내(권고) 현행화(IRIS 활용)
